In 1990, Namibia became independent and broke away from the apartheid regime inherited from the South African colonial administration.

Based on a new evaluation of urban history inspired by the French Regulation School, this publication shows how, from constraint to compromise and, later, to negotiation, the intervention logic of the public authorities shaped residential spaces. It highlights in particular how new forms of segregation and division reflect today an apartheid-inherited process.

Confronting discourse and practice, expected and actual impacts of housing policies and programmes, this approach offers an examination of social and spatial change beyond the post-apartheid reference framework.
